Gives state income tax credit to volunteer firefighters and members of a volunteer ambulance corps in good standing up to $2500; must be in good standing for a minimum of five years and maintain continued eligibility.
Provides that before a person may receive public assistance benefits, they must submit to and pass a drug test; requires health care professionals, law enforcement agencies, and courts report certain instances of substance abuse to the commissioner of social services.
Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
Relates to mandatory dispositions and the commission of a felony offense while in possession of a firearm; provides an additional five years imprisonment.
Establishes the sector partnership enhancement and reinforcement program to assist in the identification of target industry clusters and employers for creation of new local sector partnerships and to provide grants to emerging and existing local sector partnerships and to community colleges seeking to establish local sector partnerships for recruitment activities; makes an appropriation therefor.
Provides for a personal income tax deduction for school supplies paid for out-of-pocket by K-12 teachers in public and nonpublic schools, up to $500 per year.
Requires a New York state driver's license or non-driver ID, a United States passport, an identification card issued by a United States educational institution, a United States military identification card, a government issued medical card, or any identification card issued by the United States or the state of New York to be presented when casting a ballot.
Authorizes school districts to submit an opt-out waiver to the commissioner of education authorizing such districts to opt-out of certain zero-emission school bus requirements.
