Requires nursing certificate and degree education programs to include clinical education; allows for one-third of such clinical education to be completed through simulation experience.

Creates a Down syndrome awareness program to provide up-to-date and evidence-based information on Down syndrome to health care providers who order tests for a pregnant woman or infants to screen for Down syndrome.
Provides a one-year payroll tax credit for compensation of journalists; sets a maximum amount of the credit for journalist employers and a maximum amount of the credit statewide; provides for the repeal of such provisions upon the expiration thereof.

Provides that the New York state health care quality and cost containment commission shall: evaluate each mandated benefit; investigate current practices of health plans with regard to the mandated benefit; investigate the potential premium impact of repealing and/or modifying the mandated benefits on all segments of the insurance market; hold at least two public hearings; and submit a report to the legislature; makes related provisions.
