Requires each electric corporation to submit a storm hardening and system resiliency plan to the public service commission for review and approval; makes related provisions.
Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Relates to covered developers, covered employers, covered lessees or lessors, financial assistance provided to covered developers, covered leases, and covered development projects; provides for rights of employees working under such circumstances.
Directs utilities to study the potential health risks and effects of smart meters including, but not limited to, the risks and effects of the installation of such smart meters, and recommended safe practices associated with the use of smart meters; requires utilities to report their findings to the public service commission; requires the public service commission to prepare a comprehensive report to the governor and legislature.
Establishes standards for policies issued by a group self-insurer for municipal corporations, public corporations, county self-insurance plans, boards of cooperative educational services and consortia established by boards of cooperative educational services.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Includes pain management medications that the decedent was prescribed, such as gabapentin, on a death certificate where a death is caused by an opioid overdose.
