Establishes a continuing care retirement community bill of rights; requires the commissioner of health to designate a county ombudsman to monitor such bill of rights.

Enacts the tropical rainforest economic & environmental sustainability act requiring that companies contracting with the state do not contribute to tropical forest degradation or deforestation directly or through their supply chains; establishes the supply chain transparency assistance program to assist small and medium-sized businesses and minority and women-owned businesses in achieving compliant supply chains.
Provides that court records in a proceeding under articles 77, 78 and 81 of the mental hygiene law shall not be perused, examined, disclosed, taken or copied by any other person than a party, the attorney or counsel of a party, the guardian, the court evaluator or the court examiner except by order of the court.
Provides the village of Ossining, Westchester county, with the ability to set restrictions on the hours of sale of alcoholic beverages at retail for on-premises consumption by local law, ordinance, or resolution.
Prohibits local governments from prohibiting the construction, installation, or operation of carport-mounted solar energy systems with a nameplate capacity of five megawatts or less, in any non-residential zoning district or mixed commercial and residential zoning district of any such city, town or village, provided however, if the zoning district is a certified agricultural district the agricultural impacts of the projects shall be minimized to the extent practicable.
Directs the public service commission, in consultation with the New York State energy research and development authority, to create an agrivoltaics incentive program to support agrivoltaic projects designed to maximize agricultural and environmental co-benefits.
Relates to the proper collection and disposal of mercury thermostats; establishes a fund for the stewardship of mercury thermostats; extends the effectiveness of the mercury thermostat collection act.
Enacts the beekeeping rights act to prohibit homeowners' associations from adopting or enforcing any rules or regulations that would effectively prohibit, or impose unreasonable limitations on, the installation or use of an apiary.
Relates to the availability of opioid reversal agents; requires the department of health to make available any formulation and dosage of opioid reversal agents approved by the federal food and drug administration.
