Establishes an "operation SNUG" program within the division of criminal justice services which provides grant awards to reduce, prevent or respond to gun violence.
Requires a municipality to give notice to an adjacent municipality of the adoption or amendment of certain zoning ordinances or local laws that affect parcels of land within 500 feet of the adjacent municipality.
Establishes a captive insurance program for commuter vans, black cars, ambulettes and paratransit vehicles, small school buses, and charter buses that are engaged in the business of carrying or transporting nine to twenty-four passengers for hire; pre-arranged for-hire vehicles and accessible vehicles; defines terms.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Repeals provisions relating to resolutions of disputes in the course of collective negotiations with certain deputy sheriffs to provide such deputy sheriffs with the same interest arbitration scope as municipal police officers.
Protects individuals who provide or receive legally protected health activity, including reproductive health care and gender-affirming care, from criminal or civil liability or professional sanctions imposed by jurisdictions outside the state.
Relates to the regulation of street vendors in cities with a population of one million or more by authorizing such cities to adopt a program to regulate street vendors; requires street vendors to obtain a permit; provides for penalties for failure to comply with such regulations.
Enacts the "Shepherd Patterson law"; requires a physician who treats a minor patient with a medical condition that may cause a disability to provide certain educational information to such patient's parents or guardians indicating such minor is entitled to a free and appropriate public education as defined under section five hundred four of the federal rehabilitation act of nineteen hundred seventy-three; makes related provisions.
Establishes a legal services veterans tax credit of up to $1,500 for any attorney who performs a minimum of fifty hours of pro bono legal services to a veteran or disabled veteran during a taxable year; provides that such services shall include, but not be limited to, veteran's benefits and appeals, military discharges and upgrades, public benefits, evictions and foreclosures, and consumer debt issues.
Requires the addition of fog lines on all state highways and other public ways under the jurisdiction of the department of transportation when such highway or public way is repaved.
