Provides additional requirements for approval of charter school applications; applies additional prohibitions to charter schools; requires certain financial disclosures by charter schools; requires charter schools to comply with provisions relating to construction, repair or demolition of school facilities; relates to admission of students.
Establishes the nail salon minimum standards council act; establishes the nail salon minimum standards council which shall investigate wages and standards within the nail salon industry and submit recommendations on minimum wages, regulations and standards for nail salon workers.

Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition.
Bans paper receipts for certain purchases; requires businesses to provide proof of purchase electronically, unless a proof of purchase is otherwise required by state or federal law.
Enacts the restriction of anticoagulant pesticide transactions for online and retail stores act to prohibit any person from selling, offering for sale or use, or distributing within the state, any second-generation anticoagulant rodenticide; prohibits the use of either a first-generation anticoagulant rodenticide or a second-generation anticoagulant rodenticide within five hundred feet of a wildlife habitat area.
Extends the one percent increased county sales tax for Putnam county for two years; requires one-ninth of such one percent increase in sales tax be allocated to towns and villages in such county.
