Establishes the crime of assault on sports officials and aggravated harassment of a sports official; makes aggravated harassment of a sports official a class B misdemeanor; requires the state education department to establish an information campaign to be distributed to all youth and school sports programs requiring such programs to disseminate information to parents and other spectators of such programs on the protections afforded sports officials.
Restores judicial discretion relating to bail reform; provides that when the defendant is charged with a felony, the court shall request of the applicable county pre-trial services agency a risk and needs assessment be conducted on the eligible defendant for the purpose of determining whether such defendant should be released on the defendant's own recognizance, released under non-monetary conditions or, where authorized, bail or commit the defendant to the custody of the sheriff; defines risks and needs assessment; makes related provisions.
Adds arts and music education as a common school branch that should be incorporated into the public school curriculum to provide a more well-rounded education for children.
Establishes a veterans internship program (V.I.P. NY); awards ten percent of available internships in the assembly youth participation program and the senate student program to eligible honorably discharged veterans.
Establishes the professional practice of community midwifery; defines as the management in the home, birth center, or community setting, of normal pregnancies, child birth, and postpartum care, including newborn evaluation, resuscitation and referral for infants; sets requirements for license and practice.
Enacts the voter registration integrity act; requires a birth certificate, passport, certificate of naturalization or citizenship, evidence of New York state residency, or any other documentation that the board of elections determines establishes United States citizenship.
Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
Establishes a first permanent payroll employee tax credit which allows a business to receive a tax credit for the three years following the employment of such business' first permanent payroll employee where such credit equals a portion of the amount it costs to employ such permanent payroll employee.
Provides for the establishment of school speed limits of not less than fifteen miles per hour by the legislative body of any county or, if so delegated, by the legislative body of any locality within said county on a portion of a state highway, county or town road passing a school building.
Provides a corrective remedy for certain administrative errors, omissions or inaccuracies relating to membership and benefits under the retirement system.
Provides a state income tax exemption for volunteer firefighters and volunteer ambulance workers who have qualifying service in the taxable year for which such exemption is sought.
