Establishes the offense of aggravated reckless endangerment; includes aggravated reckless endangerment as a qualified offense the court must consider and take into account for securing an order.
Requires the department of economic development, job development authority, and urban development corporation to provide preferences to small businesses and entrepreneurs in the administration of their economic development assistance programs; requires annual reports thereon.
Establishes a youth mental health advisory board consisting of youths aged 16-20 to examine and make recommendations for legislation and initiatives regarding issues of youth mental health including social media, bullying, substance use, trauma, poverty and access to services.
Prohibits public utilities from using funds or being reimbursed by funds raised from ratepayers for contributions or gifts to political candidates, trade associations, public charities, and lobbyists, and for certain travel, entertainment and educational expenditures.
Directs the commissioner of health to conduct a study to identify, analyze, report, and medically combat new or previously unseen opiate/opioid compounds found in overdose patients in New York state for the purpose of establishing more efficient overdose medical treatment protocols.
Relates to costs and expenses of the department of public service and the public service commission; directs the public service commission to develop a formula to determine the average cost, on a per ratepayer basis, to comply with the provisions set forth in article seventy-five of the environmental conservation law; provides for a ratepayer protection tax credit; repeals certain provisions of the public service law relating to the assessment of costs and expenses of the department of public service and the public service commission.
Creates a school resource officer working group to study appropriate standards and training for a person to serve as a school resource officer; provides for the repeal of such provisions upon the expiration thereof.
Provides that the display of symbols of Nazi Germany in a public location in a manner that is likely to cause another person to feel harassed, annoyed, threatened or alarmed, or to incite violence, shall be aggravated harassment.
Requires the commissioner of education of the state of New York to conduct a study on the sufficiency of current education aid apportionment formulas, make recommendations for improvements to such formulas and deliver a report of such findings and recommendations and provides for the repeal of such provisions upon expiration thereof.
Relates to extending the benefits of the STAR program to small businesses; defines small business as a business which employs one hundred persons or less.
Gives state income tax credit to volunteer firefighters and members of a volunteer ambulance corps in good standing up to $2500; must be in good standing for a minimum of five years and maintain continued eligibility.
Establishes interregional enrollment of students taking classes in multiple school districts (Part A); allows students who are enrolled in and taking classes in multiple school districts to receive cooperative and individualized educational services (Part B).
Establishes student loan repayment accounts; authorizes employers to establish student loan repayment accounts and provide matching funds up to $5000 a year; establishes tax deductions for participating employers.
