Establishes a clinical preceptorship personal income tax credit for certain health care professionals who provide preceptor instruction to students studying to be a health care professional.
Waives certain requirements of the special supplemental nutrition program for women, infants and children during a state of emergency declared as a result of a public health crisis, including: allowing any unused portions of any monthly allowances to carry over from month to month; increasing the amount of the monetary limit of not less than sixty percent for the purchase of fresh fruit and vegetables.
Establishes the Brooklyn-Queens expressway authority for the purposes of the continuance, further development and improvement of transportation along the Brooklyn-Queens expressway and other services related thereto.
Relates to allowing for students in certain postsecondary education experience or transition programs to receive awards from the tuition assistance program.
Requires the advisory council on maternal mortality and morbidity to undertake a review of the cesarean births at hospitals in the state; requires two licensed midwives to be on the advisory council.
Requires the disclosure of certain information when an agency responds to a request for law enforcement disciplinary records, including information a victim alleges regarding sexual misconduct.
Relates to eliminating rent for homeless shelters; provides that a homeless individual or family applying for or receiving temporary housing assistance shall not be required to pay to any local or state government or agency or any provider, room and board or contribute any earned or unearned income, available benefits or resources to eliminate their need for temporary housing assistance or as a condition to receive temporary housing assistance from such provider.
Adjusts the calculation of the empire state child credit to provide for a one thousand dollar credit per qualifying child who is less than four years of age and a five hundred dollar credit per qualifying child who is four years of age or older for certain qualifying taxpayers.
Requires a caller making a report of suspected child abuse or maltreatment to the central registry to leave their name and contact information; prohibits the office of children and family services from releasing information identifying a person who made such a report.
Authorizes the commissioner of the division of housing and community renewal to prescribe for the translation of legal forms and applications in languages other than English, as long as such language is spoken by at least one percent of the population.
