Allows New York state employees to use accrued vacation time toward student loan payments; defines terms; requires the president of the civil service commission to promulgate necessary rules and regulations.
Directs the division of homeland security and emergency services to conduct a study on the public safety implications of the electrification of buildings and transportation in the context of emergency response and to issue a report on the findings and recommendations as a result of such study; exempts emergency services vehicles and heavy equipment from the requirements of the climate leadership and community protection act of 2019; prohibits the use of battery packs which contain cobalt mined components for primary propulsion of emergency services vehicles.
Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.
Permits animal-drawn vehicles to equip and use amber flashing lights; does not apply to such vehicles in a city with a population of one million or more.

Provides that the election of chief and assistant chief by a fire department may be on the same day as the day of election of the fire department's election of administration officers.

Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.
Authorizes the Schuyler correctional facility to also be used for the detention of persons under arrest and being held for arraignment in any court located in the county of Schuyler.
Provides that court records in a proceeding under articles 77, 78 and 81 of the mental hygiene law shall not be perused, examined, disclosed, taken or copied by any other person than a party, the attorney or counsel of a party, the guardian, the court evaluator or the court examiner except by order of the court.
Provides for eye and tissue donation; requires coroners to develop a protocol for making referrals of deaths that fall under their jurisdiction and occur outside of a hospital including calling the federally designated organ procurement organization for donor registry verification and a donor suitability determination.
