Establishes the New York state commission on economic inequality, equal opportunity, and competitiveness; provides such commission shall investigate, evaluate and make recommendations concerning how to work toward reducing economic inequality, eliminating poverty, achieving equal opportunity and full employment, and boosting economic competitiveness and growth.
Requires the modification of restrictive covenants prior to the sale of real property when covenants, conditions and restrictions exist which discriminate on the basis of race, color, religion, sex, sexual orientation, familial status, marital status, disability, national origin, source of income or ancestry.
Relates to replacement of individual life insurance policies or annuity contracts; amends provisions relating to misrepresentations and misleading statements; requires replacements regulation be consistent with policies of the national association of insurance commissioners.
Refers individuals to appropriate service providers that are able to provide services to such individual within seventy-two hours for substance use disorders.
Requires the commissioner of the office of addiction services and supports to require mental health evaluations for participants in substance use disorder treatment programs and to promulgate rules and regulations to effectuate such requirement.

Relates to establishing the empire state public bank to use the state's depository assets to generate additional benefit for the people and the economy of the state.
Increases temporary and permanent disability payments for volunteer firefighters and ambulance workers, and specifies weekly payment amounts for volunteer firefighters and ambulance workers injured in the line of duty on or after July first, two thousand twenty-four.
