Requires the secretary of state to offer code enforcement training programs for code enforcement personnel to be completed online, with flexible options for when such training programs may be completed.
Requires landlords to ensure rental properties are equipped with utility services prior to renting such properties; requires landlords to keep utility services connected in between tenants.
Relates to school district officers required to complete certain training to acquaint such officer with the powers, functions and duties of boards of education; relates to topics to be included in such training.
Establishes the "office of the caregiving economy", for the purpose of promoting and supporting the state's caregiving needs by developing the caregiving economy in the state.
Establishes an extended producer responsibility program for packaging which creates provisions related to improved recycling practices; establishes the packaging responsibility fund.
Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Directs the department of economic development, in conjunction with other departments and entities, to conduct a comprehensive study of public and private museums, including taking a census of public and private museums in the state, and to report the findings and recommendations of such study.
Provides for the adjustment of the minimum amount of tax delinquency for which the driver's license of a taxpayer may be suspended, based on inflation; prohibits inclusion in the license suspension program of a taxpayer who receives public assistance or supplemental security income, or whose income does not exceed 250% of the poverty level; authorizes the commissioner to grant exemptions to taxpayers whose payment of past due tax liabilities would create a hardship to the taxpayer in meeting necessary living expenses.
Increases compensation schedule in case of disability; provides that compensation after July 1, 2026 shall not be less than one-fifth of the New York state average weekly wage unless the employee's weekly wage is equal to or less than one-fifth the weekly wage, then they shall receive the entire amount.
Relates to acknowledging the fundamental injustice, cruelty, brutality and inhumanity of slavery in the city of New York and the state of New York; establishes the New York state community commission on reparations remedies to examine the institution of slavery, subsequently de jure and de facto racial and economic discrimination against African-Americans, the impact of these forces on living African-Americans and to make recommendations on appropriate remedies; provides for the repeal of such provisions.
