Enacts the "childhood lead poisoning prevention and safe housing act of 2023"; requires the reduction and elimination of lead-based paint hazards; defines terms; provides that properties shall be maintained free of conditions conducive to lead paint poisoning.
Establishes the New York state infrastructure development bank within the department of financial services; makes a $250,000,000 appropriation therefor.
Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
Establishes the office for an age-friendly New York; appoints a director of such office to assist and advise New York state agencies in developing age-friendly policies for older New Yorkers.
Provides for the licensure of school psychology practitioners; authorizes the use of the title "licensed school psychology practitioner" to licensed or exempt individuals; defines practice of licensed school psychology practitioners; sets forth requirements for professional licensure (including educational attainment, experience, exam and fee); provides for issuance of limited permits under specified circumstances; identifies exempt persons.
Permits the use of monies from the community health care revolving capital fund to enable participating borrowers to operate a financially and operationally sustainable practice.
Implements automatic market rate increases for child care assistance such that assistance will be equal to one hundred percent of the applicable market-related payment rate established by the department.
Establishes the zero-emission industrial trucks grant program to be administered by NYSERDA, to encourage the purchase and lease of zero-emission industrial trucks, class I to III.
Includes Lyme disease and other tick-borne diseases as occupational diseases for purposes of workers' compensation; clarifies that disability includes disability caused by Lyme disease or other tick-borne diseases; requires insurance coverage of long term medical care for Lyme disease and other tick borne diseases.
Requires the office for people with developmental disabilities to create a staffing plan for workforce emergencies when experiencing staffing shortages.
Imposes a tax on out-of-state transfers, dividends, payments, and loans by certain accident and health insurance companies and health maintenance organizations to be deposited in the New York state agency trust fund, distressed provider assistance account.
Establishes procurement goals that certain percentages of all food and food products purchased by state agencies shall be New York state food products.
