Prohibits the department of environmental conservation from charging any application fee or any other fee for activities undertaken pursuant to a lake program.
Directs the division of the budget to consult tribal nations, relevant state agencies, and other stakeholders regarding budget proposals that would impact such tribal nations.
Provides that a corrections officer who contracts COVID-19 while employed as a uniformed personnel in institutions under the jurisdiction of the department of corrections and community supervision and suffers a permanent disability or death shall be presumed to have contracted COVID-19 in the performance and discharge of duty and shall be eligible for a performance of duty disability retirement benefit.
Requires every board of elections to employ a minimum of four full time employees in addition to the appointed commissioners within four years and shall employ two of those full time employees within two years; and two additional employees for every twenty thousand active registered voters beyond forty thousand active registered voters.
Establishes the "garden protection act", protecting the rights of individuals to cultivate home vegetable gardens, native plant gardens, and/or pollinator gardens.
Declares the waters of the state to be public trust resources; declares that the waters of the state are valuable public natural resources and the state has a duty to conserve and manage its waters effectively.
Prohibits drug, cannabis or alcohol testing and screening of pregnant or postpartum individuals and newborns unless the individual consents and it is within the scope of medical care, or the testing or screening is necessary for a medical emergency.
Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Enacts the "crash victims bill of rights"; requires accident reports to be delivered to victims of accidents or their next of kin; requires victim impact statements to be delivered at traffic infraction hearings by injured parties or their next of kin; requires employers to grant leave of absence to employees delivering a victim impact statement at a traffic infraction hearing; directs the superintendent of financial services to conduct a study and complete a report on certain automobile crash information.
Relates to the creation of a statewide residential rental registry providing information relating to rental units including the number and types of code violations issued by the appropriate enforcement agency, and the number of findings of harassment currently on record with the code enforcement agencies.
Relates to creating a separate tax on inheritance income, creating a separate tax on gift income, the computation of the estate tax, and creating a gift tax.
