Requires railroad corporations to inform the division of homeland security and emergency services, department of environmental conservation and department of transportation about freight rail trains transporting hazardous materials prior to traveling on tracks within the state.
Establishes the water resiliency projects fund for flood mitigation, stormwater mitigation and other water related resiliency projects; makes an appropriation therefor.
Amends the constitution to delete the requirement that registration for purposes of voting be completed at least ten days before election day; provides that laws be made to adequately safeguard against deception in the exercise of the right of suffrage.
Relates to medical parole and determinations of whether a person released on medical parole is physically or cognitively incapable of presenting a danger to society.
Establishes the homeless protection act which designates certain offenses against homeless persons as hate crimes; includes the definition of homelessness.
Authorizes the department of environmental conservation to independently add to the lists of prohibited and regulated invasive species on an emergency basis pending review by the department of agriculture and markets in consultation with the New York invasive species council.
Prohibits the application of pesticides to certain local freshwater wetlands for local governments that have implemented a freshwater wetlands protection law; provides that any local law or ordinance adopted pursuant to this section shall take effect on the first day of January after it shall have been adopted.
Relates to returnable bottles; adds noncarbonated soft drinks, certain noncarbonated fruit or vegetable juices, coffee and tea beverages, carbonated fruit beverages and cider to the definition of "beverage"; provides that beginning April 1, 2027, the handling fee will be six cents for each beverage container accepted by a deposit initiator from a dealer or operator of a redemption center; directs the multi-agency bottle bill fraud investigation team to submit a report on findings of pervasive bottle redemption fraud in New York state.
Requires original manufacturers of agricultural equipment to make certain documentation, parts, and tools required for the diagnosis, maintenance, or repair of agricultural equipment available, on fair and reasonable terms, to independent repair providers and owners of agricultural equipment manufactured and sold on or after July 1, 2015.
