Enacts "Chelsey's law"; provides that a person commits the crime of manslaughter or aggravated manslaughter when such person knows or has reasonable grounds to know that a controlled substance is likely to cause the death of another person and sells, administers, delivers, or causes the delivery of a controlled substance to another person and such substance causes, contributes to, or aids in the death of such other person.
Adds xylazine to the depressants designated as controlled substances with the exception of use in cattle or other nonhuman species if approved by the federal food and drug administration.
Authorizes the imposition of bail for certain felony offenses involving the manufacture, sale, distribution, or possession with intent to sell synthetic opioids.
Permits award of crime victim assistance funds to victims of overdoses, where such overdoses cause death and were the result of deception, surreptitious delivery, or third-party administration of a controlled substance.
Designates the Nassau-Suffolk transportation coordinating committee as the metropolitan planning organization for Long Island; provides for the withdrawal of the Nassau-Suffolk coordinating committee from the New York Metropolitan transportation council.
Expands the definition of "family leave" to include persons recovering from a stillbirth that occurs after the clinical estimate of the twentieth week of gestation.
Requires 911 call-takers and dispatchers to complete CPR training which shall include recognizing signs of cardiac arrest during emergency calls, providing instructions for initiating CPR to callers, coordinating with emergency medical services dispatch, and using automated external defibrillators when available and appropriate.
Provides that any one-way, round trip or multi-trip tickets purchased for use on the Long Island Rail Road or the Metro-North Commuter Railroad Company by a senior citizen or a person with a disability shall be valid at any time during the day or night.
