Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Includes information about bystander intervention training in the department of labor's model sexual harassment prevention policy that includes information and practical guidance on how to enable bystanders to recognize potentially problematic behaviors and to motivate bystanders to take action when such bystanders observe problematic behaviors.
Directs the secretary of state to publish a comprehensive list of all state sponsored novel virus related programs and resources available to consumers, student loan debtors, senior citizens, small businesses, renters and homeowners on the department of state website.

Establishes the retrain and employ unemployed persons program providing grants to community colleges to develop training programs or improve existing workforce development programs for the purposes of training unemployed individuals for jobs in the regions surrounding such community colleges.
