JOINT RESOLUTION TO APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION -- JURY NULLIFICATION AS PROPER TRIAL DEFENSE ARGUMENT (Proposes to the voters a constitutional amendment which would allow a criminal defendant to argue jury nullification as a defense.)
Establishes a compact agreement among at least two (2) states to prohibit the selective use of subsidies to an existing specific industry or company, entice relocation from one state to another state or to open a new facility.
Mandates all health insurance contracts, plans, or policies provide the same reimbursement to independent healthcare facilities as that of hospital affiliated facilities where the same healthcare service is provided.
Prohibits health insurance companies or other payors from including in physician participation agreements any provisions that restrict or prevent a physician from charging patients reasonable administrative or operational fees to support overhead.
Provides duties/obligations of medical personnel to born-alive infants resulting from an abortion punishable as a felony along with a civil action for compensatory/punitive damages/automatic one year license suspension.
Places a cap of twenty percent (20%) on increases in consecutive revaluations of real property in all cities and towns conducting revaluations commencing December 31, 2026, and every December 31 thereafter.
Requires agencies preparing economic impact statements for small businesses contain findings that the anticipated compliance costs of a proposed rule scale proportionally with the business size, and do not impose fixed costs that favor larger businesses.
