Requires any benefit enhancements afforded under the employees' retirement system of Rhode Island or the municipal employees' retirement system to be amortized over individual five (5) year closed periods.

Replaces the coastal resources management council with a state department of coastal resources and transfers all of the powers and duties between the two (2) authorities.
Adds "loose material" to the contents of a vehicle that must be covered by a covering that must remain in place until the vehicle's contents are purged from the vehicle.
Reduces the number of years from five (5) to three (3), when calculating for retirement purposes, the average of the highest consecutive years of compensation, for state and municipal employees.
Prohibits commercial motor trucks, with a gross weight rating of twenty-six thousand one pounds (26,001 lbs.) or more, from traveling on Route 114 A, East Providence between Pawtucket Avenue and the Massachusetts state line.
