Establishes an "operation SNUG" program within the division of criminal justice services which provides grant awards to reduce, prevent or respond to gun violence.
Enacts the Educational Rights Transparency for New York Families Act, to establish standards for resource based educational rights of students within the state and implement a system of self-assessment and reporting by schools and school districts.
Establishes a culturally responsive education curriculum and standards; requires all school districts, charter schools and private schools to integrate culturally responsive education throughout the education of all students at all grade levels; establishes a pilot program in culturally responsive education; appropriates $25,000,000 therefor.
Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Relates to the secure choice savings program and participating individuals; authorizes freelancers and the self-employed the option of enrolling in such program.
Relates to rebates on stock transfer tax paid; decreases amount to sixty percent; dedicates funds of the stock transfer tax fund to the dedicated infrastructure investment fund.
Requires certain health insurance issuers to certify that at least a majority of prescription drug rebates are provided to patients at the point of sale.
Provides notification of employment or promotion of applicable employees to organizations of state employees designated managerial or confidential for purposes of employee representation in determining the terms and conditions of employment.
Provides that state employees designated managerial or confidential shall receive an increase in salary comparable to the percentage of the general salary increases provided to employees in the state's professional, scientific, and technical services bargaining unit.
Ensures zoning lot mergers do not create any new non-compliance with applicable, pre-existing zoning regulations for multiple dwellings in a city having a population of five million or more.
Suspends all unnecessary travel to states that have discriminatory laws for access to women's reproductive health services, including but not limited to, limitations on access to abortions after six weeks of pregnancy.
