Creates a revolving loan fund through the New York state energy research and development authority for the purpose of building renewable energy storage systems scaled to function as microgrids to power housing owned by the New York city housing authority.
Relates to establishing discount programs for veterans; provides that utilities, waterworks corporations, telephone corporations and cable television companies shall create discount programs that provide a 10 percent discount to veterans; defines terms.
Relates to the municipal sustainable energy loan program regarding qualifying water improvements, qualifying resiliency improvements and the use of low carbon intensity building components.
Establishes the clean fuel standard of 2025; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.
Prohibits creditors from enforcing a consumer debt incurred as a result of fraud, duress, intimidation, threat, force, identity theft, exploitation of the debtor's personal information or similar economic abuse perpetrated against a debtor; establishes a right of action by the debtor for relief against creditors for violations; makes related provisions.
Relates to the conversion to condominium ownership for the preservation of expiring affordable housing in the city of New York; provides expanded homeownership opportunities from the conversion of certain residential rental buildings to condominium status by property owners that commit to preserve the inventory of expiring affordable housing in the city of New York.
Establishes the crime of disruption of an online public meeting when a person with intent to cause public inconvenience, annoyance or alarm, without lawful authority, and acting through a computer service, such person disturbs any lawful assembly or meeting of persons open to the public conducted through a computer service; makes such crime a class B misdemeanor.
Creates a legislative task force on outdoor environmental education and recreation that will benefit residents of New York state by fostering stewardship and conservation of the environment, and an appreciation of the importance of the wise use of natural resources as well as acknowledgment of the health benefits of time spent in nature.
Relates to the provision of financial assistance to museums, zoos, botanical gardens, aquariums and other cultural institutions located in low-income urban, suburban or rural communities, or that provide educational services to students from such communities.
Requires the department of environmental conservation and the department of health to establish certain standards related to the cleaning of playground equipment after pesticide exposure.
Relates to the execution of a warrant of arrest; authorizes the commissioner of the division of criminal justice services to establish a system to record and monitor the issuance and execution of search warrants; authorizes the chief administrator of the court system to establish educational programs for judicial personnel on the law of searches, arrests and seizures.
Enacts "Cariol's Law"; provides for a duty to intervene when a police officer or peace officer observes another police officer or peace officer using physical force that such officer reasonably believes to be clearly excessive or beyond that which is objectively reasonable under the circumstances.
Provides for the award of reasonable attorneys' fees in FOIL proceedings if the person is successful and in open meeting proceedings to the successful petitioner and against the public body.
Requires SUNY and CUNY campuses to hire energy management, materials management, and sustainability education and engagement employees at each SUNY and CUNY campus in numbers proportionate to campus size.
