Enacts the "anti-waiver of employment rights act" to invalidate any express or implied contractual provision waiving or otherwise limiting any employee's substantive or procedural rights, remedies, or claim.
Provides that any one-way, round trip or multi-trip tickets purchased for use on the Long Island Rail Road or the Metro-North Commuter Railroad Company by a senior citizen or a person with a disability shall be valid at any time during the day or night.
Adds cargo bicycles with electric assist to the types of bicycles with electric assist regulated under the vehicle and traffic law; provides that no person shall operate a cargo bicycle with electric assist unless it is accompanied by proof of financial security unless otherwise authorized by local law, ordinance, order, rule, or regulation or pursuant to an agreement made on behalf of the city, town, or village.
Clarifies that the statutory damages available for certain wage violations are not punitive in nature and are designed to be liquidated damages rather than penalties or to compensate workers for the employer's failure to prevent wage theft and for the harm to employees that results from such failure.
Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
Requires the department of labor to provide a document on workplace rights to any minor seeking working papers and to make such document available in other languages and to school officials who issue working papers.
Requires that subpoenas issued relating to election matters be served with a separate informational sheet that summarizes why the subpoena has been issued.
Enacts the "consumer wheelchair repair bill of rights act" requiring manufacturers to make available certain documentation, parts, embedded software, firmware, or tools necessary for repairing equipment; establishes a timely repair for wheelchair program; extends the warranty period for wheelchairs to 2 years; deems all wheelchair repairs needed within 5 years of initial prescription medically necessary.
Requires warning labels on social media platforms which provide an addictive feed, autoplay, infinite scroll, like counts, and/or push notifications; directs the commissioner of mental health to design the warning label.
Enacts the "Stop Addictive Feeds Exploitation (SAFE) for all act"; requires a setting which allows a social media user to turn off algorithmic recommendations and other notifications; prohibits the use of dark patterns to subvert choice or inhibit users from accessing certain mechanisms.
Relates to making a city school district in a city having a population of one million or more eligible for transitional aid for charter school payments.
