Establishes law enforcement officer grant funds and firefighter grant funds to cover expenses related to hiring law enforcement officers and firefighters and equipment and resources for such officers and firefighters.
Relates to participation in World Trade Center rescue, recovery and cleanup operations by members of the organized militia; provides that members of the organized militia shall qualify as employees for the purposes of making a claim under the workers' compensation law for participation in the World Trade Center rescue, recovery and cleanup operations.
Directs the department of agriculture and markets to increase the number of regional farmers' markets for the direct marketing of foods and produce produced in the state.
Relates to conducting a study on the access of state public libraries and library systems to capital funding; provides the department of education, in consultation with the dormitory authority, the office of the state comptroller, and the public library systems of the state, shall assess and report on the capital needs of such public library systems, including public libraries and association libraries.
Relates to criminal contempt for violating certain orders; permits bail or remand; provides that absconding while under electronic monitoring constitutes escape.
Relates to the membership and purposes of the Volunteer and Exempt Firemen's Benevolent Association of Coldenham Inc.; changes the name of the association to the "Volunteer and Exempt Firefighter's Benevolent Association of Coldenham, Inc"; updates the purposes of such association and the use of taxes received by such association.
Makes a technical change to the tax law; authorizes the imposition of an occupancy tax in the city of Newburgh, in relation of the effectiveness thereof.
