Creates the New York state commission on government efficiency to examine state spending, identify unnecessary and wasteful spending and create a report of recommendations of spending items that can be eliminated by New York state.
Authorizes the posting by each municipality of turtle crossing signs on local roads located within such municipality; empowers the state commissioner of transportation to develop and implement rules and regulations authorizing municipalities to post turtle crossing signs on local roads located within the municipality.
Establishes procedures for temporary custody orders that include a fifty-fifty rebuttable presumption that the parents shall have temporary joint legal and shared physical custody and shall share equal parenting time.
Relates to attachments to utility poles for broadband service; provides that for a broadband internet provider that does not provide regulated telephone service, a pole owner shall not require such broadband internet provider to obtain a certificate of public convenience and necessity as a condition to making attachments to utility poles solely owned or jointly-owned by the pole owner.
Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.
Establishes the dedicated highway and bridge trust fund reform act; ensures that money deposited into the dedicated highway and bridge trust fund is spent on construction purposes and not DOT and DMV operational activities.
