Provides for insurance coverage of comprehensive annual medical examinations for firefighters due to their increased risk for cancer and cancer-related diseases.
Directs the office of fire prevention and control to conduct a study, which evaluates the minimum recommended qualifications to becoming a volunteer firefighter; requires such office to provide a report to the governor, temporary president of the senate and the speaker of the assembly within twelve months of the effective date of this act.
Provides for the establishment of school speed limits of not less than fifteen miles per hour by the legislative body of any county or, if so delegated, by the legislative body of any locality within said county on a portion of a state highway passing a school building.
Relates to enacting the biomass fired exception program providing an exception for certain biomass fired electric generation facilities to the definition of a fossil fuel-fired facility for purposes of a CO2 budget trading program.
Requires public institutions and buildings to be equipped with opioid antagonists; directs the commissioner of general services to promulgate regulations to address the appropriate number of opioid antagonists for such buildings based on the size or occupancy of the buildings, the training of personnel and use of opioid antagonists, and any other matter deemed necessary.
Relates to pistol permit applications for military personnel; requires the licensing officer to act on an application for any member of the active or reserve component of the armed forces within 90 days of presentment.
Eliminates state sales and compensating use taxes on motor fuels and diesel motor fuels; authorizes localities to eliminate such taxes at the local level; establishes various exemptions from New York's sales and use tax; provides for a sales tax exemption for housekeeping supplies and for ready-to-eat foods.
Enacts the "New York city Caribbean steel pan educational music program act"; requires community school boards in the city of New York to authorize, where reasonable, the use of school grounds in the summer months for use by any steel pan music organization to practice for the Labor Day Parade (West Indian Carnival).
Requires instruction in civic education for grades 5 through 12 including instruction on the NYS constitution; federal, state and local government; civic literacy; methods of public participation; and the rights and responsibilities of citizenship.
