Relates to the exercise of powers and duties of the board of elections of the city of New York and its executive management; provides for equal representation among certain employees of the board of elections; relates to qualification and removal of certain employees of the board of elections.
Relates to mandating greater levels of disclosure by non-fiduciaries that provide investment advice; requires signed acknowledgement of disclosure informing clients that the advisor owes no fiduciary duty.
Prohibits the imposition of any surcharge for the installation or use of a tenant-installed appliance where the tenant pays for electric utility service.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Relates to audio-visual coverage of judicial proceedings; allows the judge or justice presiding over a proceeding to exercise discretion to prohibit or limit filming or photographing of particular participants; defines terms; provides limitations on audio-visual coverage.
Relates to directing the department of health to study the potential health risks and effects of glyphosate and its by-product aminomethylphosphonic acid; requires the commissioner of health to prepare a report for the governor and the legislature that includes the findings of such study, and to conduct an outreach program to inform local governments, private organizations, schools and the public regarding the findings of such report.
Enacts the "all-electric building act"; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
Establishes the clean fuel standard of 2024; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.
Limits availability and coverage for non-invasive prenatal testing for Medicaid patients based on age if such limits are recommended by the United States food and drug administration, the centers for Medicare and Medicaid services, or the United States department of health and human services.
Relates to legal protections against the arrest and extradition of reproductive health service providers who perform services lawfully in the state of New York; prohibits the cooperation with out-of-state investigations related to the performance or aiding in the performance of an abortion performed within the state of New York.
Restricts the use of funds received from the minority and women-owned business development and lending program for the purpose of refinancing existing commercial or business related debt.
