Directs the office of children and family services to establish a center for fatherhood initiatives to issue grants to any and all initiatives regarding the promotion and advancement of fatherhood, including but not limited to all marginalized fatherhood groups to help expand opportunities to improve parenting knowledge, attitudes, and self-efficacy.
Enacts the college student suicide prevention act to provide for policies, guidelines and training opportunities to effectively and appropriately prevent student suicide, intervene in crisis situations, and support college communities in postvention.
Relates to the definition of overtime ceiling for members who first become members of a public retirement system of the state on or after April first, two thousand twelve.
Expands the definition of mental health care provider to include licensed mental health counselors and licensed marriage and family therapists, for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
Establishes the youth justice innovation fund to make funds available to community-based organizations for services and programs with the purpose of youth development and preventing youth arrest and incarceration.
Enacts the "New York state agency BIPOC asset management and financial institution strategy act" to ensure the promotion of equity, diversity, and inclusion within the state pension system and the New York city pension system's investments by mandating a minimum allocation of assets to BIPOC asset managers, BIPOC financial institutions, and BIPOC financial or professional service firms; addresses disparities in investment opportunities and fosters economic growth within BIPOC communities, aligning with best practices in investment management and bolstering the financial well-being of New York City and state and residents thereof.
Requires school districts to provide information regarding water safety and swimming certification to certain parents or students upon enrollment; defines "water safety".
Restructures the selection process for judges of the housing part of the civil court of the city of New York; relates to designating petitions for candidates for the office of judge of the housing part of the civil court of the city of New York; makes conforming changes; abolishes the advisory council for the housing part of the civil court of the city of New York; repeals provisions relating to the selection and appointment of housing court judges.
