Directs the commissioner of parks, recreation and historic preservation to establish the state parks passport program allowing visitors to state parks and historic sites to log their visits to such sites in a passport book or electronic application.
Requires leases, licenses and management agreements entered into by the office of parks, recreation and historic preservation relating to the use or management of state parks and historic sites, having a term of more than 1 year, to comply with the recommendations of the management or master plan of the state park or historic site to which the lease, license or management plan relates.
Requires the natural heritage trust to invest in funds pursuant to the prudent investor act; requires such trust's annual report to be submitted to the chairperson of the senate cultural affairs, tourism, parks and recreation committee and the chairperson of the assembly tourism, parks, arts and sports development committee.
Requires the commissioner of parks, recreation and historic preservation to acquire the mineral interests under all land acquired or received by the state for the office of parks, recreation and historic preservation, unless the commissioner of parks, recreation and historic preservation finds that the land is of great significance and importance to the state.
Prohibits the possession of concealed firearms in any national park or national wildlife refuge system; imposes a civil penalty of not more than $1,000 for a violation thereof.
Reinstates a bank tax based on the highest of four bases: a tax on allocated entire net income, a tax on allocated alternative entire net income, a tax on allocated taxable assets, or a fixed dollar minimum tax; prohibits banks from segregating their income and capital into business and investment varieties.

Relates to motions to vacate judgment; authorizes filing motions to vacate judgment for a conviction that was subsequently decriminalized; authorizes motions to vacate judgment to be filed at any time after entry of a judgment obtained at trial or by plea.
Enacts the "public renewables transparency act"; relates to the New York power authority's conferral process; requires the conferral report be posted on the authority's website; provides that the authority shall provide an option for stakeholders to submit comments remotely as well, and incorporate feedback from such sessions and written comments into the final draft of the strategic plan; makes related provisions.
