This bill prohibits the use of federal funds to implement or enforce mandates that require individuals to wear face coverings or receive vaccinations to prevent the spread of COVID-19 (i.e., coronavirus disease 2019). The bill provides for an exception that applies in health care settings.
To ensure that United States diplomats and officials of the U.S. Section of the International Boundary and Water Commission are able to advance efforts seeking compliance by the United Mexican States with the 1944 Treaty on Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande.

WHO Withdrawal Act This bill requires the President to immediately withdraw the United States from the World Health Organization (WHO) and prohibits using any federal funds to provide for U.S. participation in the WHO. The bill also repeals the 1948 act authorizing the United States to join the WHO.
