Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Establishes a program of tiered eligibility for services offered by the office for people with developmental disabilities for persons with learning disabilities and other complex neurological impairments.
Enacts the climate and community investment act; prioritizes the allocation of public investments in disadvantaged communities; addresses climate change challenges through the expansion and growth of clean and renewable energy sources; adopts best value requirements for the solicitation, evaluation and award of renewable energy projects; establishes a community just transition program; establishes a climate pollution fee and a household and small business energy rebate; creates the climate and community investment authority.
Establishes a voluntary registry of individuals with autism, Alzheimer's or dementia who may be at risk of wandering away from home; creates a standardized form available that may be submitted to local law enforcement agencies by family members and caregivers of such individuals that would include identifying information and may include a photograph of the registrant.
Relates to state contracts being only with internet service providers compliant with net neutrality; prohibits the purchase of internet services from a non-net neutral source of internet services; requires certain disclosures by internet providers.
Relates to designating the county of Kings a cease and desist zone; establishes an affirmative defense to violations of nonsolicitation orders and cease and desist zones.
Requires each social services district to maintain a waiting list of eligible families who have applied for child care assistance; requires the local districts to report such list to the office of children and family services who shall then compile such reports and issue one report to the legislature annually; requires the social services districts to collect data regarding the income of families who have applied, were denied and received child care assistance and issue a report to the office of children and family services who shall then compile such reports and issue one report to the legislature annually.
Authorizes and directs the office of children and family services to conduct a study on the family assessment response program; provides for the repeal of such provisions upon expiration thereof.
Establishes a fiscal cliff task force to conduct a study on fiscal cliffs in the state's public assistance programs and to make recommendations related thereto.
