Relates to tax abatement for rent-controlled and rent regulated property occupied by and real property owned by senior citizens or persons with disabilities.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Directs the commissioner of health to contract with an independent entity to conduct a comprehensive assessment of the existing methodology used to determine payment for early intervention screenings, evaluations, services and service coordination; directs recommendations on reimbursement methodology as well as needs under the program.

Provides that the course consisting of classroom driver training and highway safety instruction that is required of driver's license applicants shall be not more than six hours instead of five.
Enacts the "Supervising Upcoming Professionals for Practice in Official Roles in Therapy (SUPPORT) act"; provides that for licensure as a clinical social worker, an applicant may satisfy the experience requirements under supervision of a mental health practitioner who has been granted the privilege to diagnose and develop assessment-based treatment plans under article one hundred sixty-three of the education law.
Restricts amplified sound coming from motor vehicles; allows for exceptions for certain police vehicles and certain vehicles used for business or political purposes.
Requires that the distinctive license plate numbers issued to the owner of a registered motor vehicle be changed and the registration record for such motor vehicle be updated to reflect such change within a week after such plates being stolen.
