Clarifies that the New York state health insurance program remains subject to certain provisions of the financial services law and coverage for usual and customary costs for out-of-network health care service.
Relates to expanding access to advanced courses to improve educational equity beginning with notification to parents and students on the benefits and opportunities offered as well as automatic enrollment opportunities.
Provides that, on an annual basis, at least 25% of the moneys deposited into the health care transformation fund shall be allocated exclusively for certain community-based health care providers.
Relates to establishing restrictions on the sale of over-the-counter diet pills and dietary supplements for weight loss or muscle building; prohibits the sale of over-the-counter diet pills or dietary supplements for weight loss or muscle building to people under 18; exempts certain protein powders, protein drinks and foods.
Requires courts, prior to accepting a plea, to provide notice to the defendant that such plea and the acceptance thereof could result in deportation, removal from the United States, exclusion from the United States or denial of citizenship, if the defendant is not a citizen of the United States.
Prohibits the placement in segregated confinement of any person in the first eight weeks of the post-partum recovery period regardless of pregnancy outcome by amending the definition of special populations to include such persons.
Relates to prevailing wage requirements applicable to brownfield remediation work performed under private contract as it relates to certain remediation activities, for sites that are seeking or have received a determination that the site is eligible for the tangible property credit component of the brownfield redevelopment tax credit, and the work is paid for in whole or in part by public funds.
Prohibits naming dependent children under the age of 18 living in the same household with a parent or guardian in petitions to recover possession of real property and eviction warrants; seals any records pertaining to dependent children under the age of 18 living in the same household with a parent or guardian who were residing on or removed from such property.
Establishes a three-year pilot hospital medical debt relief program to provide hospital medical debt relief to eligible residents of the state utilizing a not-for-profit organization to identify, acquire and cancel medical debt of such eligible residents directly from health care providers in the state.
Creates the "Checkout NY" pass, a comprehensive pass that allows for free or discounted use of state parks, historic sites and recreational facilities; provides one such pass to each consolidated, federated and cooperative public library system within the state free of charge for circulation.
Authorizes certain policies issued by a risk retention group not chartered in this state but which is registered with the superintendent of financial services under the federal liability risk retention act of 1986, comprised entirely of organizations to which contributions are eligible for deduction under section 501(c)(3) of the internal revenue code and which qualifies as a charitable risk pool under section 501(n) of the internal revenue code.
