Directs the department of civil service to conduct a study on competitive examinations for public employment held by the state department of civil service and by municipal commissions to determine whether the contents of such examinations have a discriminatory effect on minority examinees; requires a report on such findings to be delivered to the governor and legislature.
Relates to the geriatric demonstration program to promote mental health and home care collaboration; authorizes the commissioner of mental health to waive rules and regulations to address barriers to participation in the program.
Permits telemedicine services for mental and behavioral health issues under the workers' compensation system; permits one in-person visit within twelve months unless such in-person visit causes undue hardship on a patient.
Requires the department of health to review claims for expenditures for early and periodic screening, diagnosis and treatment and other health services, care and supplies which are furnished to eligible children and pre-school children regardless of whether such children have handicapping conditions, are suspected of having handicapping conditions or have an individualized education plan; requires the department of health to apply for all necessary federal approvals regarding such expenditures.
Enacts "Jesse's law" to provide that a person subject to involuntary emergency admission for immediate observation, care, and treatment of mental illness shall have the right to select the hospital they are admitted to.
Relates to including outpatient care provided by creative arts therapists in certain insurance policies covering care for other mental health services.
Relates to student class size in public schools in school districts located outside of a city having a population of one million or more inhabitants; requires such districts to develop a plan to reduce actual class sizes beginning September two thousand twenty-five.
Establishes a school-based mental health loan repayment program to aid youth mental health practitioners; provides for awards up to thirty thousand dollars to eligible applicants who agree to four years of service in underserved schools.
Establishes a youth mental telehealth services program to facilitate access to mental health services, including substance use disorder services, for youth to respond to identified mental health needs.
Establishes the Take A Look medical and dental workforce employment tour pilot program which is a campaign to promote and market the health care workforce employment and career opportunities in the following economic development regions: central, north country, western, finger lakes, capital region, mohawk and southern tier.
Establishes a youth mental health advisory board consisting of youths aged 16-20 to examine and make recommendations for legislation and initiatives regarding issues of youth mental health including social media, bullying, substance use, trauma, poverty and access to services.
