Facilitates compliance with the sex offender registry for offenders without a registerable residence; defines "homeless sex offender" and "sex offender registration officer"; makes related provisions.
Prohibits insurance companies from imposing a co-pay pursuant to a follow up visit with a physician in order to receive a refill on an opioid drug prescription which was initially written for seven days or less.
Requires that a person shall be disqualified from receiving a transportation network company permit if he or she is convicted of a sex offense and such disqualification shall last the duration of time for which he or she is required to register as a sex offender.

Provides for the establishment and operations of a dedicated opioid rehabilitation facility and the personal needs allowance for residents of a dedicated opioid rehabilitation facility; relates to the diversion of certain defendants to a mandatory opioid rehabilitation facility; provides for the establishment of a dedicated opioid rehabilitation facility and the provision of corrections officers to such facilities.
Designates certain offenses against emergency medical services personnel, firefighters, and law enforcement officers as hate crimes; includes the definition of emergency medical services personnel, firefighters, and law enforcement officers.
Requires a government photo identification card to be presented when casting a ballot; provides for a method to receive a government photo identification card at no charge.
Prohibits the comptroller from using environment, social, and governance criteria as a screening method for selecting companies and funds to invest the state pension fund in.
