Grants peace officer status to certain security officers employed by Highland Hospital; provides such peace officers are not authorized to carry, possess, repair or dispose of a firearm.
Relates to protecting the communication rights of individuals with disabilities; provides that each person with a disability has the right to communicate in their preferred manner.
Establishes the 2-1-1 essential community services hotline system; designates the office of children and family services to oversee the hotline system; establishes the availability and scope of information to be provided by the hotline system and requirements of call centers; requires the office of children and family services to collect certain data relating to the hotline system and to make annual reports to the governor and the legislature.
Authorizes an additional $125 million for Phase 3 of the Rochester school facilities modernization program; extends phase 3 of the Rochester school facilities modernization program to 2033.
Relates to motions to vacate judgment; authorizes filing motions to vacate judgment for a conviction that was subsequently decriminalized; authorizes motions to vacate judgment to be filed at any time after entry of a judgment obtained at trial or by plea.
Establishes the healthy and safe students act; requires comprehensive sexuality instruction for students in grades K-12 which includes a model curricula for comprehensive sexuality education and at a minimum conforms to the content and scope of national sexuality education standards.
Enacts the "New York land-home property act"; relates to manufactured homes certificate of title and the conveyance and encumbrance of manufactured homes as real property.
