Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Establishes a captive insurance program for commuter vans, black cars, ambulettes and paratransit vehicles, small school buses, and charter buses that are engaged in the business of carrying or transporting eight to twenty-four passengers for hire; pre-arranged for-hire vehicles and accessible vehicles; defines terms.

Relates to the reporting by the office of fire prevention and control; requires reporting statewide training hours allocated to each firefighter; directs that such report identifies the fire department or district providing training.
Authorizes registered pharmacy technicians to administer the same immunizations as licensed pharmacists under direct supervision of such licensed pharmacist.
Requires contractors and subcontractors working on covered projects submit their payrolls or transcripts to the fiscal officer; directs the department to create a database for such records that are publicly available for inspection.
Clarifies that employment at any licensee under the cannabis law satisfies employment requirements for parole, probation or other state supervision unless the terms and conditions of said parole, probation, or state supervision explicitly prohibit such employment.
Relates to enacting the "safe landings for youth leaving foster care act" or "safe landings act", which provides protections for youth transitioning out of foster care who bring certain legal proceedings.
Enacts the "disadvantaged communities commitment act"; requires investor-owned energy utilities to collect and publish data on disadvantaged communities in certain service areas and file such statistics with the public service commission.
Enacts the utility materials disclosure act to require investor-owned energy utilities publish on its customer-facing website both its promotional and educational materials and file such materials with the public service commission.
