Authorizes the commissioner of corrections and community supervision to discipline certain employees for acts of serious misconduct; defines serious misconduct; establishes procedures for such disciplinary action; prohibits employees who have been removed for serious misconduct from being placed on the eligible list after such removal.
Authorizes and directs the public service commission to establish rules to limit a utility's ability to recover its direct or indirect costs associated with its attendance in, participation in, preparation for, or appeal of any rate proceeding conducted before the commission.
Enacts the "rate hike notice act" which requires utilities in the state of New York to provide notice of a proposed rate hike to a customer via text, email and via such customer's monthly billing statement.
Provides that beginning in the 2026-2027 academic year, certain graduate students shall be required to pay 25% of all current and future mandatory university fees; provides that in the 2027-2028 academic year and thereafter, no mandatory university fees shall be charged, with the exclusion of the graduate student association student activity fee.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Protects individuals who provide or receive legally protected health activity, including reproductive health care and gender-affirming care, from criminal or civil liability or professional sanctions imposed by jurisdictions outside the state.
Directs the state librarian to establish statewide imagination library program for encouraging children from birth to five years of age to develop a love of reading and learning; directs the state librarian to promote the statewide development of local Dolly Parton's Imagination Library programs; advance and strengthen local Dolly Parton's Imagination Library programs with the goal of increasing enrollment; recruit volunteers to assist in the development, promotion, and coordination of local Dolly Parton's Imagination Library programs; solicit donations, gifts, and other funding to financially support local Dolly Parton's Imagination Library programs; develop community engagement; develop, promote, and coordinate a public awareness campaign to make donors aware of the opportunity to donate to the affiliate programs and make the public aware of the opportunity to register eligible children to receive books through the program; administer the local match requirement and coordinate the collection and remittance of local program costs for books and mailing; and develop statewide marketing and communication plans; establishes the imagination library of New York fund.
Establishes fetal and infant mortality review boards to study fetal and infant mortality and morbidity and make recommendations on policies, best practices, and strategies to reduce fetal and infant mortality and morbidity.
Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to conduct PFAS monitoring and disclose the results from such monitoring.
Relates to the right to unemployment benefits based on employment with certain educational institutions, including the state university of New York, the city university of New York and public community colleges; clarifies the meaning of certain terms relating to such rights to unemployment benefits.
