Increases the applicable percentage of the child tax credit allowed in the empire state child tax credit from thirty-three percent to forty-five percent; prescribes how such payment or refund should be made based on amount.

Establishes the school safety specialist act; establishes a certification and training program for school safety specialists; outlines the roles and duties of school safety specialists.
Establishes the veterans' services organization capital support program to provide funding to eligible entities for payment of the capital costs of construction, improvement, repairs, rehabilitation, or reconstruction of facilities owned by eligible entities, and for the acquisition of related equipment with a useful life of not less than ten years; appropriates a sum of $10,000,000 therefor.
