Provides protections for telecommunications tower technicians, including requiring certain trainings during work hours without a loss of pay; requires certain reporting by bidders for telecommunication contracts.

Establishes a school ventilation and energy efficiency assessment, repair and verification program to require each school to: obtain an HVAC Assessment Report performed by qualified testing personnel documenting the functionality of the existing system or lack thereof, and obtain a report from a mechanical engineer identifying any upgrades, replacements or other measures recommended to improve the functionality, health and safety and/or energy efficiency of the HVAC system; adjust, and, if necessary, repair existing building HVAC systems, and install or replace HVAC systems, if necessary, to ensure proper and efficient operation, as well as compliance with health and safety standards; obtain an HVAC Verification Report performed by qualified testing personnel documenting any upgrades, replacements, installations or any other work performed on the HVAC system functions as designed and/or in compliance with health and safety standards; install CO2 sensors in classrooms, assembly areas, kitchen or cafeteria areas or building office spaces to provide ongoing verification that proper ventilation is maintained during operation; makes related provisions.

Requires local governments applying for a snowmobile trail development and maintenance grant to file an application in September, rather than an estimate of the expenditures; changes the allocation formula for the snowmobile trail maintenance and development fund; makes related provisions.

Enacts the "faith-based affordable housing act" for development on residential land; defines terms; provides that each village, town, and city shall allow the construction and occupation of residential buildings on any covered site up to the specified densities; provides that all residential buildings constructed pursuant to this section in a town, village, or city with fewer than one million inhabitants shall set aside twenty percent of the residential floor area for households earning an average of eighty percent of area median income; outlines the densities for New York city; makes related provisions.

Prohibits public employers from diminishing health insurance benefits provided to Medicare-eligible retirees and their Medicare-eligible dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.

Establishes a twenty-five year retirement plan for firefighters employed by the division of military and naval affairs.

Amends provisions relating to public campaign financing; changes certain thresholds and procedures; permits retention of matching funds for future use; specifies when a candidate is opposed by a competitive candidate; requires a disclosure on political communications.

Prohibits cases from being closed without a hearing or written stipulation; requires a stenographic record of all hearings held; requires minutes and decisions to be provided to the injured worker in their native language.

Requires the disclosure of lead-based paint test reports in real estate transactions.

Enacts the "shelter arrears eviction forestallment act" to provide emergency assistance for rent or mortgage arrears or other fees for the prevention of eviction.

Restricts consecutive hours of work for health care workers except in the case of certain emergencies and surgical procedures.

Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.

Authorizes the discontinuance of certain parklands in the town of Amherst, county of Erie for lease to Bell Atlantic Mobile Systems, LLC d/b/a Verizon Wireless for the placement and operation of a wireless communications tower.

Relates to the caseloads of preventative services caseworkers.

Relates to granting retroactive Tier IV membership in the New York state and local employees' retirement system for Maureen Sullivan Nasca.
