Creates a smart irrigation device rebate pilot program in Nassau and Suffolk counties to provide rebates for devices used for the irrigation of stormwater and the monitoring of local weather data to automatically alter irrigation schedules based on such data in order to manage water use and improve conservation efforts.
Creates a program to award state financial aid for social work services to be provided in libraries located in economically disadvantaged communities to enhance and expand access to services in places where individuals seek assistance and resources.
Prohibits the establishment of new charter schools, or the revision of any charter in, or within a five mile radius of, the Hempstead union free school district, the Uniondale union free school district, or the Roosevelt union free school district.
Enables public libraries to access employment preparation education (EPE) funds to provide adult literacy education; sets aside one million dollars to be awarded through a competitive grant process; provides that half of such appropriation shall be set aside for libraries serving a population of one million or more.
Requires school districts to establish a method by which a parent may request a local library card for their minor child on the school registration form.
Authorizes the assessor of the county of Nassau to accept from the Incorporated Village of Hempstead an application for exemption from real property taxes for property owned by such village.
Authorizes the county of Nassau assessor to accept an application for a real property tax exemption from The Cathedral of the Incarnation in the Diocese of Long Island.
Authorizes the county of Nassau assessor to accept an application for a real property tax exemption from Chabad of West Hempstead for a portion of the 2022-2023 school taxes, a portion of the 2023 general taxes; all of the 2023-2024 school taxes and all of the 2024 general taxes; and all of the restored 2024-2025 school taxes and all of the restored 2025 general taxes.

Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
