Waives the assessment of fines or monetary penalties against a not-for-profit organization, school, place of worship or small business located in a city with a population of one million or more by a state or local agency for a violation of law, rule, regulation or executive order during the COVID-19 covered period; provides exceptions.
Enacts the "family court adjusted service time (FAST) act"; requires family courts in New York City to remain open until midnight on at least one weekday each week in at least two counties effective January 1, 2025, and in at least three counties, effective January 1, 2026.
Directs the commissioner of education to study and report on the provision of services to public school students in grades 8 through 12 by guidance counselors.
Establishes a program to address the legalization of specified basements and cellars and the conversion of other specified basements and cellars in a city with a population of one million or more.
Enacts the "fair pay for home care act" relating to minimum wages applicable to home care aides; provides for a minimum wage of 150% of the applicable statewide or regional minimum wage.
Provides that a student enrolled in an individualized education program during certain school years may continue to receive educational services until the student completes the services pursuant to the individualized education program or the end of the school year during which the student turns twenty-two years old, whichever is sooner.
Expands the eligibility period for indigent legal service attorneys to receive certain loan forgiveness; increases loan reimbursement for certain attorneys who work in legal services with indigent clients.
