Establishes that the department of motor vehicles shall notify individuals via postal mail or electronic notification that their vehicle inspection is subject to expiration thirty days before such expiration; provides for a five day grace period after the expiration of the vehicle inspection certificate wherein operators of such vehicle shall not be fined.
Requires a police officer to be present at schools within the city of New York during instructional hours and at least one hour prior and one hour after such instructional hours.
Requires all persons in a city having a population of one million or more operating a bicycle, electric bicycle or electric scooter to wear a helmet; imposes a civil penalty for violation of such requirement.
Requires license plates for bicycles, bicycles with electric assist and electric scooters in New York city; requires a one time registration; requires a registration fee for such license plates.
Establishes a bicycle and electric scooter operator's safety manual; provides for the issuance of a license for residents who successfully read and comprehend the operator's safety manual; requires residents who operate a bicycle, bicycle with electric assist or electric scooter in New York City to have a license to operate such devices.
Prohibits the operation of a bicycle while under the influence of alcohol or drugs; applies upon public highways, private roads open to motor vehicle traffic, any other parking lot, and sidewalks.
Requires every case of an injury arising from or caused by a bicycle with electric assist, an electric scooter or limited use motorcycle to be reported at once to the police authorities of the city, town or village where the person reporting is located; provides that the failure to report shall be a class A misdemeanor.
Authorizes drivers to disobey a traffic-control device or signal, after exercising reasonable care, in order to yield the right of way to an authorized emergency vehicle.
Prohibits certain surcharges on certain credit or debit card transactions in the city of New York; provides that no agency or department of the city of New York, or any tribunal located therein, shall be authorized to impose a surcharge on a holder who elects to use a credit or debit card in lieu of payment by cash, check, or similar means to pay any fine, civil penalty, or fee owed.
Increases the tax exemption for pensions and annuities for persons age fifty-nine and one-half or greater from $20,000 to $25,000 in 2027, $30,000 in 2028, $35,000 in 2029 and $40,000 for each subsequent year.
