Provides that no provision of section eighty of the civil service law shall modify, replace or supersede any provision of a collective bargaining agreement that provides for greater rights than required by such section.
Requires all banking organizations to have a notary public available during business hours; permits banking organizations to charge a fee for such service.
Provides that in a school district in a city having a population of one million or more, the parent or person in parental relation to a child shall be entitled to the presumption that the school identified in a settlement agreement is the student's operative placement for the purposes of pendency until there is an intervening, pendency-changing event.
Empowers the office of fire prevention and control to, in coordination with the commissioner of the office for people with developmental disabilities and the chief disability officer, provide minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters.
Defines the term "construction projects" to mean the construction, reconstruction, rehabilitation or improvement of any school building where a district receives any apportionment for debt service or building aid and the school building is sited within the Long Island region; provides that each contract involving the award of a construction project shall require the use of a project labor agreement for all contractors and subcontractors on such project.
Enacts the "sewage flooding prevention act"; authorizes certain homeowners and not-for-profit agencies in New York City to receive an abatement of real property taxes up to two thousand dollars for the cost of installing sewer improvement check valve devices on certain dwellings; directs the New York City department of environmental protection to promulgate any necessary rules and regulations.
Designates unlawful fleeing a police officer in a motor vehicle in the third degree as a class E felony; designates unlawful fleeing a police officer in a motor vehicle in the second degree as a class D violent felony offense; designates unlawful fleeing a police officer in a motor vehicle in the first degree as a class B violent felony offense.
