Provides that each electric corporation shall establish a unique priority phone number that shall remain in operation every day of the year for customers who have documented their need for essential electricity for medical needs; makes related provisions.
Authorizes the public to participate in public meetings in person or remotely through the use of a telephone conference, a video conference, and/or other similar technology.
Relates to examinations under oath under the comprehensive motor vehicle insurance reparations act; grants claimants the right to counsel in an examination under oath; requires such examination to be transcribed; gives claimants the right to receive the transcript of such examination; prohibits insurance companies from denying first party benefits pursuant to an examination under oath until it is awarded permission to do so in arbitration.
Requires pharmacies to provide prescription drug readers or other means of access to individuals who disclose they have difficulty seeing or reading standard print labels on prescription drug containers; defines "prescription drug reader" to mean a device which is capable of audibly conveying information contained on the label of a prescription drug; makes exceptions.
Codifies the disparate impact standard in the human rights law; provides that in cases of alleged housing discrimination, an unlawful discriminatory practice may be established by a practice's discriminatory effect.
Authorizes and directs the department of public service to conduct a study on the deployment of energy interconnection processes into the electrical grid to meet the state's renewable energy goals; directs the department of public service to submit a report on its findings one year after the effective date.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Directs the division of criminal justice services to study, evaluate, and make recommendations concerning instances of police brutality in the city of Rochester.
