Relates to the payment of shelter and rent arrears; provides that all shelter arrears payments authorized for applicants to receive an emergency grant to pay for rent, property taxes or mortgage arrears shall be limited to once every year unless the district determines at its discretion that additional shelter arrears payments are necessary based on the individual circumstances.
Provides for the revocation of licenses to sell cigarettes, tobacco products, alcohol and lottery tickets for the possession or sale of illicit cannabis in violation of the cannabis law.
Requires the office for people with developmental disabilities to produce and publish a report to assess the staffing and other issues causing the continued displacement of individuals with developmental disabilities from various state-operated institutions under the jurisdiction of the office for people with developmental disabilities.
Establishes the "blue-ribbon commission on the future of New York state's service delivery system for individuals with intellectual and developmental disabilities act" to conduct a study and prepare a report to examine, evaluate and make recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with intellectual and developmental disabilities.
Provides that any applicant who cultivates for sale or sells cannabis, cannabis products, medical cannabis, or any product marketed or labeled as such, without having an appropriate registration, license or permit therefor, shall be deemed ineligible to receive or renew a license to sell cannabis.
Repeals the Columbia University Education Mixed-Use Development Land Use Improvement and Civic Project Modified General Project Plan adopted by the empire state development corporation on December 18, 2008.
Enables students to receive information from colleges and universities without disclosing their personally identifiable information via an opt-in system.
Expands the definition of mental health care provider to include licensed mental health counselors and licensed marriage and family therapists, for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
Relates to the sale or transfer of certain real property by the state or public authorities; requires mandatory review by the attorney general and comptroller of the sale of certain real property; requires notice to members of the legislature and county executives in districts and counties in which land subject to transfer is located of the proposed transfer of state property between state departments, divisions, bureaus, agencies, state agencies, or to a public authority or public benefit corporation.
Establishes a five-year moratorium on foreign entities purchasing homes in New York state unless the purchase is for a primary residence; directs the department of state to conduct a study on the effects of the moratorium on the housing market and to send a report on the study to the legislature; specifies data and indicators to analyze for the study; defines terms.
Establishes safety requirements for operators who use bicycles with electric assist for commercial purposes and the businesses that employ such operators.
Authorizes a member to obtain up to three years of service credit for prior paid police service within the United States with an accredited police agency outside of the state of New York; requires a member to have at least five years of credited service to be eligible to receive such credit.
Exempts certain other than for-profit community gardens from payment for water usage and supply; exempts non-profit community gardens located on property in the city of New York and licensed by or registered with such city's department of parks and recreation from payment for water usage and supply.
Authorizes people who transport a severely disabled person as an eligible person to receive disabled person plates; defines who qualifies as eligible persons.
