JOINT RESOLUTION MAKING AN APPROPRIATION OF $1,380,000 TO THE RHODE ISLAND STATE POLICE FOR THE OPERATION OF A STATE POLICE RECRUIT TRAINING ACADEMY (This resolution would authorize the appropriation of the sum of $1,380,000 to the Rhode Island State Police for the operation of a State Police recruit training academy.)
Makes it a misdemeanor to harass another person by following them and using an electronic device to record their movements in any public or private place.
Allows a licensed health care provider, who is assaulted in the workplace, to use the address of the department of health as the person's substitute address for all purposes, including on the police report.
JOINT RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY BLOCKCHAIN AND CRYPTOCURRENCY (Creates a 5 member commission to recommend legislative proposals for blockchain and cryptocurrency, and submit an interim progress report by January 5, 2025, and a final report by January 5, 2026, and expire on February 5, 2026.)
Amends the conditions upon which a nurse would be exempt from certain licensing requirements to include eligibility to practice, before taking and receiving results of the National Council Licensure Examination (NCLEX).
Penalizes as a misdemeanor for the first two offenses and a felony for any third or subsequent offense for obstructing the free, convenient, and normal use of any municipal, state or interstate road or highway.
Authorizes retired police officers and firefighters to earn income in addition to their earnable compensation; provided that, the amount would not exceed 5 times the rate of earnable compensation currently in force.
Defines step therapy and prohibits certain groups and agreements from requiring prior authorization or a step therapy protocol when prescribing certain medications.
Requires a review by the department of elementary and secondary education of the formula components used to compute the aid needed to support high need students.
Provides that in local educational agencies when over 45% of the children have a family income that is at or below 185% of federal poverty guidelines then the student success factor will be 50% by the core instruction per-pupil amount.
Adds department of corrections' correctional officers to the list of public safety employees that are entitled to their full salary if they are injured and become disabled as a result of performance of their job duties.
Provides for increases or decreases in the amount of foundation level school support that a community would receive, based upon a community's ability to meet and surpass its minimum low- and moderate-income housing requirements.
