Establishes the crime of coordinated petit larceny; permits a principal to be eligible to be held on bail for coordinated petit larceny; directs the division of criminal justice services to conduct a public awareness campaign on larceny.
Creates substance use prevention and recovery resource materials which include age-appropriate information on the risks of drug use, overdoses, and how to include resources from outside of the school district to improve instruction.
Requires affordable housing funded by the state be used for veterans and people with disabilities, with each group receiving five percent of such affordable housing.
Establishes a tax deduction for a taxpayer who is a beneficiary of a deferred compensation plan and who elects to make a distribution of such deferred compensation in order to pay for qualified health insurance premiums, in an amount equal to six thousand dollars.
Authorizes school districts to submit an opt-out waiver to the commissioner of education authorizing such districts to opt-out of certain zero-emission school bus requirements.
Requires the office of children and family services implement a regional cost factor analysis for child care subsidies; requires social service districts implement such findings.
Expands the definitions of surplus agricultural products and processed products for the purposes of the Nourish New York program to include certain milk and other non-alcoholic farm produced beverages.
Directs the secretary of state to develop and implement an adopt-a-rural-cemetery program for the purposes of improving, repairing, and maintaining cemeteries in rural communities which are registered with and overseen by the division of cemeteries; allows municipalities to opt in to the program.
Allows a person who is at least ten years of age to hunt small game, fowl, deer or bear during applicable seasons without obtaining a hunting license or hunter's education course certification and to possess or control a firearm if the person is within arm's reach of a qualified hunting mentor.
Provides for the chief administrator of the courts to, upon request by a municipality, ensure the assignment and presence of a uniformed court officer during court proceedings or a law enforcement officer where no uniformed court officer is available.
Increases the number of members on the farm laborers wage board from three to five; adds as members the commissioner of agriculture and markets and a member appointed by the Dean of the Cornell University's College of Agriculture and Life Services.
