Permits the parole board to extend the time for reconsideration of parole for violent felony offenders to forty-eight months from a negative determination.
Increases the real property tax circuit breaker credit income limits to $100,000; removes real property tax rebates from real property taxes that qualify under such credit.
Raises tax credits for long-term care insurance from twenty percent to fifty percent; applies to the corporation tax, franchise tax on business corporations, personal income tax, and franchise tax on insurance corporations.
Establishes the New York state innovation voucher program; provides small businesses with access to research and development by colleges and universities, government laboratories and public research institutes in order to assist such businesses in the creation of innovative products or services.
Requires the office of victim assistance to notify crime victims of the availability of victim support services by providing such victims with a written notice of the availability of statewide programs.
Provides that, for purposes of veterans seeking to qualify for public housing, "probable aggregate annual income" shall not include disability benefits paid by federal government to veterans for service-connected disabilities; provides that such disability benefits shall not be included in computing any surcharge against such veterans.
Provides that the "Suicide Awareness and Remembrance Flag" shall be the official state flag for the raising of awareness of veteran suicide; directs the commissioner of general services to establish a protocol for the flying of such flag.
