Authorizes a city, town or village to establish a program whereby a building permit may be issued based upon certification by a registered architect or professional engineer.
Exempts computer hardware and software equipment and school supplies from sales tax during the seven day period commencing on the Tuesday immediately preceding the first Monday in September, known as Labor Day, and ending on Labor Day.
Requires schools report certain threats and acts of violence to the federal bureau of investigation, the state police, and the office of mental health.
Requires vapor products dealers to be registered with the department of health; permits municipalities to require additional registration of vapor products dealers; permits the revocation of licenses and registrations by the commissioner of health, the cannabis control board, the state liquor authority, and the department of taxation and finance as a result of the knowing and unlawful sale of cannabis.
Provides for the use of telematics or usage-based insurance for private passenger or commercial automobile insurance or policies in certain circumstances.
Relates to consideration of the potential impacts of a proposed rule on small businesses and local governments; requires additional efforts to notify interested small businesses or local governments and/or organizations representing their interests of proposed rules.
