Directs the superintendent of the New York State Police to prepare a visor card for the deaf or hard of hearing to enable police to respond to traffic stops involving the deaf or hard of hearing and avoid conflict and escalation because of difficulty communicating.
Directs the division of homeland security and emergency services to create a centralized database of companies and organizations that can be part of the state's emergency response system to provide goods and services during a period of emergency or disaster declared by the governor.
Authorizes municipalities to offer a real property tax exemption to certain volunteers who live in that municipality but who serve in neighboring municipalities.
Establishes an educational program related to the prevention of anti-Semitism, Islamophobia bias and discrimination based on religion, race, sexual orientation or gender identity or expression.
Provides that vehicles with permits for handicapped parking issued anywhere in the state may use all spaces for handicapped parking in the city of New York.
Relates to sex offender registration and residency restrictions; sets limitations on the distance sex offenders may be required to live apart from certain areas.
Establishes the crime of doxing a police officer or a peace officer when a person knowingly makes restricted personal information about a police officer or peace officer, or a member of the immediate family of such officer, publicly available with the intent to threaten, intimidate, or incite the commission of a crime of violence against the police officer or peace officer, or a member of the immediate family of such officer; or with the intent and knowledge that the restricted personal information is likely to be used to threaten, intimidate, or facilitate the commission of a crime of violence against the police officer or peace officer, or a member of the immediate family of such officer.
Increases the penalties for assault on police officers, peace officers, firefighters and emergency medical technicians causing physical injury or serious physical injury.
Relates to purchasing restrictions on persons boycotting Israel and the investment of certain public funds in companies boycotting Israel; requires the commissioner of general services to compile a list of companies boycotting Israel; establishes that such companies will be considered non-responsive bidders.
